Policies
As a reminder, the Westchester County Department of Correction (WCDOC) records all calls placed by incarcerated individuals on facility phones unless the calls are made to phone numbers designated “private” or “Do-Not-Record.” These designations generally apply to incarcerated individuals’ attorneys and are considered “privileged calls”.
WCDOC contracts with ViaPath Technologies (ViaPath) to provide telephone services within WCDOC facilities. WCDOC maintains WCDOC’s Do-Not-Record List to automate the prevention of recording calls to private numbers. Unless and until a phone number is properly registered and the owner of the number has received written confirmation that the number is on WCDOC’s Do-Not-Record List, calls to that number from incarcerated individuals in WCDOC facilities will be recorded and/or monitored.

While in the custody of the Department of Correction, an inmate may transfer his or her personal property (ex: wallets, jewelry, devices) to a civilian. The inmate must fill out a “Turn Over To” Form and designate a single, identified civilian that the listed property can be turned over to.
Please note
Currency and existing fund balances (i.e. commissary accounts) cannot be turned over using this method. Any designated civilian with proper identification can pick up this property Monday through Friday 9 a.m. to 9 p.m.
You can send color photos, letters, and greeting cards directly to an inmate using our new direct print service by visiting www.westchestercountymail.com. Any photos showing the inside of the facility, nudity, gang signs, or illegal activity will not be delivered to the intended recipient.

In order to prevent interference with the facility goal of security, safety, and good order, and to help prevent the introduction of contraband into the facility, incoming non-privileged mail must NOT include any of the following items.
Mail received that does not conform to this policy, will not be given to the intended recipient.
Mail items not accepted in the facility:
- Any photos showing the inside of the facility, nudity, gang signs, or illegal activity NO Polaroid/Fuji photos are acceptable (Limit 12)
- Colored paper (other than white)
- Ink (other than blue or black)
- Crayon
- Markers
- Gel ink
- Lipstick impressions
- Stains, spills, and or any discoloration including perfume/cologne scents
- Embellishments (glitter, ribbon, sequins)
- Laminates/plastic over lays
- Hard cardboard, 3D pop-ups
- Musical cards
- Stickers / self-stick stamps (on the inside and or outside of the letter
Consistent with the law, the department maintains a zero-tolerance policy regarding excessive/unnecessary force against inmates. If you believe an inmate has been subject to excessive/ unnecessary force while in the department’s custody, contact the Special Investigation Unit by calling (914) 231-1128 or by submitting an online report.
Additionally, in accordance with the federal Prison Rape Elimination Act, the department maintains a zero-tolerance policy sexual abuse and sexual harassment of inmates. All allegations of potentially criminal sexual behavior are referred for investigation to the Westchester County Department of Public Safety (WCDPS).
